Administration Forgot Roads After Laying Sewer Pipes in Colonies on Jalalpur Road

Residents have been suffering for over a year
PATIALA, 6 January - The residential colonies located on Jalalpur Road under Sanour have today become a living example of administrative negligence. About a year ago, sewerage pipes were laid here in the name of providing basic civic amenities, but repairing the roads afterward seems to have been conveniently forgotten by the administration.

After the sewerage work, the condition of the roads has deteriorated to such an extent that stepping out of home has become nothing less than a daily ordeal for local residents. Deep potholes, loose soil, and broken road surfaces raise serious questions about whether development, for the administration, was limited only to laying pipes.

During rainfall, these potholes fill with water, making it difficult for pedestrians and motorists to even distinguish between a road and an open drain. Two-wheeler riders have slipped and fallen several times, yet it appears that the administration is waiting for a major accident before moving the files.

The key question is whether the budget was restricted only to laying sewer pipes, and whether road restoration was never considered part of the administration’s responsibility. If so, why were incomplete development works projected as completed, and why were residents left to suffer? This situation clearly exposes the gap between development claims and ground reality.

Local residents have warned the administration that if road repairs are not carried out immediately, they will be forced to take to the streets and raise their voices in protest.

It is noteworthy that under the Punjab Municipal Act, Municipal Corporation Act, Sewerage Board Act, and PWD rules, temporary restoration of roads after sewerage work must be completed within 24–72 hours, and permanent repairs within a maximum of 7–15 days. Any delay beyond this period is considered a legal violation. However, despite these clear provisions, nearly one year has passed in this area without any repair work being carried out.
